The National government has overall responsibility for and authority over water resource management which includes the equitable allocation and beneficial use of water (Use of Water; National Water Act).

 Licences for water use in respect of  specific resources may be compulsory to achieve a fair allocation of water. (compulsory licences National Water Act).

The pricing strategy may contain a strategy for setting water use charges in order to achieve the equitable and efficient allocation of water (National Water Act).
