strengthening river basin organisations through institutional tools and approaches

Tools

Overview

A business process is executes within a business model, which serves the mandate within a specific context. Specific operational tools include:

Cultures and Values

The Culturally Embedded Approach suggests that not enough attention has been placed on factoring in local social and cultural configurations into institutional processes of management of RBOs. Taking a culturally embedded approach is a critical component to strengthen RBO processes in order to go beyond the mere rhetoric of public participation and stakeholder involvement, because it shows that local cultures and values are being taken seriously at the institutional level.

Information and Communication Technologies

Within SADC there is no single business or operational "model" for a transboundary river basin organisation (TRBO). It is therefore unlikely that a "one size fits all" IT system will work for each and every TRBO. Apart from specialised systems (such as Modelling or Accounting systems), it is possible that much of the knowledge sharing around policies, strategies, practices, methods, and approaches, as well as facilitation of stakeholder participation can happen through a web-based platform.

Benefit Sharing

Benefit sharing is a conceptual framework that can be used by stakeholders concerned by the development and management of shared freshwater resources. The objective is to promote the sustainable and equitable use of transboundary water resources and to clarify trade-offs relating to development. This section introduces the concept for analysing potential benefits in a transboundary river basin to optimise economic growth, political stability and regional integration.
